San Leandro Housing Element - Planning for tomorrow's housing

Tom Liao has been with the City’s Community Development Department since 2004 as Housing and Planning Manager, Deputy Director and CD Director. Prior to San Leandro, he worked at the City of Daly City and the Texas Department of Housing and Community Affairs. He has been involved in community development, housing and planning for over 26 years. 

Avalon Schultz joined the City as Principal Planner in 2019 and has over 16 years of experience working on planning issues in the East Bay. She oversees long-range planning and manages the Code Enforcement Division in the Community Development Department.
